INFORMATIONAL MEMORANDUM

SUBJECT:    Notice of intent to issue a Request for Proposals for the provision of Bayview Hunters Point site office management, and administrative and outreach support services to the Bayview Hunters Point Project Area Committee and the Agency; Bayview Hunters Point Redevelopment Project Area.

 

 

EXECUTIVE SUMMARY

 

The purpose of this informational memorandum is to advise the Commission of staff’s intention to issue a Request for Proposals seeking a qualified consultant to provide site office management, administrative and outreach and information services (collectively, “Support Services”) to the Bayview Hunters Point Project Area Committee, the Agency and the broader Bayview Hunters Point community.

 

BACKGROUND

 

In accordance with California Community Redevelopment Law, the Bayview Hunters Point Project Area Committee (“PAC”) advises and provides ongoing public input to the Agency regarding implementation of the Bayview Hunters Point Redevelopment Plan adopted in 2006.   The PAC has served in this advisory role since its inception in 1997.  During this time, the Agency has continually provided for a Bayview Hunters Point site office as well as staffing support to manage the office and provide support to the PAC and the Agency in administering monthly public PAC and subcommittee meetings.  The Agency has provided these Support Services through either a personal services contract or by direct Agency staffing.  For the past three fiscal years, Business Development, Inc. has provided these Support Services under a personal services contract with the Agency which is set to expire on June 30, 2009.  Under the Agency’s Interim Purchasing Policy and Procedures, the Agency must offer this contract for competitive bidding. 

 

DISCUSSION

 

The PAC has been instrumental in developing and refining the scope of services called for in the RFP and has nominated three of its members to serve on the evaluation team.

 

Staff plans to issue the RFP on April 22, 2009, with a submittal due date of May 22, 2009.  The RFP will be advertised through the following media outlets: 1) the Agency’s website, 2) the City’s “Bids and Contracts” weekly newsletter, 3) the San Francisco Examiner, and 4) local ethnic publications reaching San Francisco’s many diverse populations.  The RFP responses will be evaluated by an Agency-led team, including representatives from the PAC. 

 

Staff anticipates recommending a consultant for the Commission’s consideration in June 2009.  Upon Commission authorization, the selected contractor will enter into a personal services contract with the Agency for an initial one-year term with two one-year extension options to be authorized by the Executive Director.  In the event that a new contractor is chosen for this work, staff may also recommend a phasing plan and phasing period, where the old and new contracts may overlap for a short period to allow for the efficient transfer of files, knowledge, and data.  This was done during the previous transfer of this contract from the Bayiew Opera House, Inc. to Business Development, Inc. – a period of approximately two months.  The successful consultant will be obligated to adhere to the Agency’s Bayview Hunters Point Employment and Contracting Policy.
